Cannot. We use way to much to end the reliance all together, but I think we can reduce the reliance if we all work together.

USA dependence on foreign oil 20 years ago was 36%. 10 years ago 57%. Today 72%. This is a consistent trend towards 100% dependance on foreign oil. Perhaps a more appropriate question is:
Can the USA prevent reliance on foreign oil from reaching 95% in 20 years?
My answer is the same . . . Cannot. And that will be assured because they will not try.

I'm really doubting it in that short period of time considering the high consumption rate. I'm sure the reliance will drop considerably but not completely.

Chemist - what imports from Mexico. By about 2016, Mexico will become a net importer (repeating the story we have seen happening to other former exporters [China, Indonesia, U.K.]).
Drilling more of the remaining North American resources that are in decline for the last 35 years will bring total import-dependence sooner, not later.

Near term (next few years) definitely not.
Over the next twenty years - If industry and government are very smart and very creative and the public willing to make some life style changes (little signs so far but not impossible), we might get to the point that the only crude imports we need are our imports from Mexico and Canada.

It's possible, but only attainable with aggressive pursuit of alternative energy sources. The government would need to do a lot more than it is doing now. And private industry will have to dig deeper in its pockets for R & D and investment.
