Cannot have cell phone police as we would have to put on thousands and thousands of additional police. Same with speeders...I see cars doing well over 100 on the express and toll ways but a cop can only catch one (maybe 2) at one time. If a cop sees someone on the phone or testing(distracted) he should arrest them for reckless driving. That hopefully would send a strong message
